Windsor, VT – Central & Main, a new 25-unit affordable housing development in downtown Windsor, has been recognized with a Best Builders Award by the Associated General Contractors of Vermont. The award was presented to project builder and AGC/VT member Neagley & Chase Construction at the organization’s annual awards ceremony on December 3 in Burlington. Central & Main won in the category of New Green Construction.
Developed by Windham & Windsor Housing Trust in partnership with Evernorth, and designed by Duncan Wisniewski Architecture, Central & Main brings highly efficient, thoughtfully designed affordable housing to a long-vacant lot at 133 Main Street.

Located at 133 Main Street, Central & Main Apartments brings 25 highly efficient, affordable homes to a previously vacant lot in Windsor’s historic downtown. The building is accessible via Central Street for vehicles and Main Street for pedestrians and was designed to reference the area’s architectural history while creating an inviting, accessible streetscape.
“Thanks to the diligent attention to construction details by the Neagley & Chase team, we have a very robust thermal shell at Central & Main, with a performance that surpasses the Passive House standard. This means our building reduces green house gas emissions by 70 tons of carbon per year.” commented Kathy Beyer, SVP Real Estate Development for Evernorth.
The apartments opened for occupancy in July. The final apartment to lease was to a local veteran, one of several veterans who now call Central & Main home.
AGC/VT, Vermont’s preeminent construction industry trade organization, recognized 13 exceptional projects and companies at the event, which drew approximately 300 construction professionals from across the state. The Best Builders Awards honor outstanding craftsmanship, innovation, and commitment to quality in Vermont’s construction industry.
WWHT and Evernorth worked closely with the Town of Windsor and the Windsor Improvement Corporation to advance a long-standing vision for housing creation and economic development in the town’s historic downtown.
